Federal Graduate PLUS Loan Review

Graduate and professional students can borrow under the PLUS Loan Program. The terms and conditions applicable to Parent PLUS Loans also apply to Graduate PLUS loans. You may borrow up to your cost of attendance (determined by your graduate or professional school) minus other financial aid including other loans. You must not have an adverse credit history and repayment begins after the loan is fully disbursed. If you are still enrolled you can qualify for an In-School Deferment to avoid making payments. Contact your school or your servicer once the final year's disbursement is made to request the deferment. The loan carries a fixed rate of 8.5 for FFEL loans and 7.9% for a Direct loans. The standard repayment term is 10 years, but can be up to 25 years depending on your total borrowing.

In order to receive a Graduate PLUS Loan, you must first complete the Free Applicaton for Federal Student Aid (FAFSA) and have used your maximum annual loan eligibility under the Federal Subsidized and Unsubsidized Stafford loan program.

1. Are there any programs that provide student financial assistance to homeschooled children?

Homeschooled students are eligible for federal student aid for college if they have "completed a secondary school education in a home school setting that is treated as a home school or private school under State law" (Section 484(d)(3) of the Higher Education Act of 1965). Homeschooled students have not been required to take the GED or take an ability-to-benefit test since the Higher Education Amendments of 1998. High school dropouts must take a GED exam or an ability-to-benefit test, but students who have completed a home schooled secondary education that satisfies the requirements of state law do not. Many private scholarships are open to homeschooled students. Some scholarships, however, require a high school diploma or GED. If a scholarship requires a high school diploma or GED, ask for a clarification or exception before applying. If you encounter resistance, it can help to point out that in 2005 the winner of the Siemens Westinghouse Competition in Math, Science and Technology's $100,000 scholarship was a 16-year-old homeschooled student.

There aren't many scholarships specifically targeted at homeschooled students, other than those sponsored by the Home School Foundation.

Tim Hynes joins Sallie Mae as senior vice president, credit. In this newly created role, Hynes will head the credit department and build the company’s infrastructure, controls and analytics for sound credit risk management and quality asset growth. Previously Hynes served in a variety of consumer finance lending and credit management roles at MBNA America, both in the U.S. and abroad. Most recently, he had profit and loss responsibility for new and existing credit card account marketing for Bank of America. Ph.D. Program in Counselor Education is Unique to the New York Metropolitan Area
MONTCLAIR, NJ--Montclair State University announced today that it is accepting applicants for its first Ph.D. program: a doctoral program in counselor education that was approved today by the New Jersey Commission on Higher Education.

The only doctoral program in counselor education in the New York metropolitan area, the primary objective of this Ph.D. program is to prepare scholars and practitioners to become leaders in maximizing the mental health and quality of life for individuals, families, communities, and educational organizations.

"I am so proud that we will be offering the first Ph.D. program in counselor education in the region," comments Ada Beth Cutler, Dean of the College of Education and Human Services. "Our faculty is second to none and we expect an overwhelming response from prospective applicants who need this doctoral degree to advance in their field."

Individuals with counselor education doctoral degrees work as academic faculty in higher education and in administrative and managerial roles in health care agencies, nonprofit organizations, community agencies, and student affairs/academic affairs units in colleges and universities as well as in businesses. In addition to working in such agencies and in business, holders of Ph.D. degrees in counselor education also serve as consultants for agencies on specific projects- for example, consultants to state departments of education concerning guidance outreach to underserved populations.

According to U.S. Department of Labor statistics, the demand for counselors is expected to grow much faster than average for all occupations through the year 2016, with overall employment projected to increase by 21 percent. The current Occupational Outlook Handbook for 2008-2009 projects the areas with the highest job growth are:

· substance abuse and behavioral disorder counseling (34 percent expected job increase)--as society becomes more knowledgeable about addiction, it is increasingly common for people to seek treatment;

· mental health counseling (30 percent expected job increase)--counselors will be needed to staff statewide networks that are being established to improve services for children and adolescents with serious emotional disturbances and for their families. Under managed care systems, insurance companies are increasingly providing for reimbursement of counselors as a less costly alternative to psychiatrists and psychologists;

· marriage and family therapy counseling (30 percent expected job increase)--demand will increase in part due to an increased recognition of the field, and as more people become open to seeking help for marital and family problems.

The Montclair State University Ph.D. program in counselor education combines scholarly preparation and advanced counseling and supervision practice in preparation to pursue these and other career opportunities. Applications are being accepted for Fall 2009 study. Review of completed applications, including review for doctoral assistantships, will begin on or about November 1, 2008. The final application deadline for Fall 2009 is February 1, 2009.

Strength of Graduate Programs Advances UCF's Status With Education Board

The strength and growing number of graduate programs have propelled the University of Central Florida to the highest rating possible from a nonprofit organization that works with education leaders in 16 states.

UCF has learned that it has been upgraded to a “Four-Year 1” classification – the highest level possible – by the Southern Regional Education Board, which strives to improve pre-K through postsecondary education.

The rankings issued by the board are impacted mostly by the number, breadth and comprehensiveness of graduate degrees offered by a university.

Even during a time of financial uncertainty due to state budget cuts, UCF continues to add and expand graduate programs designed to prepare students for high-tech jobs, boost the region’s economy and educate well-trained teachers, law enforcement officials and other professionals who serve the community.

“The Southern Regional Education Board’s higher classification is a testament to the hard work of our faculty and staff who have developed a first-class graduate program at UCF,” said Patricia Bishop, vice provost and dean of Graduate Studies. “This recognition will help us attract the best and brightest students and faculty as we strive to build on our successes.”

UCF offered 28 doctoral programs in the fall – more than double the number available in 2000 -- along with 97 master’s degree programs and three specialist-level programs. The graduate enrollment was 7,211 in Fall 2007, up from 4,953 ten years ago.

UCF awarded 212 doctoral degrees in 2006-07, more than double the number awarded in 2000.

In March, the Board of Trustees voted to add a new master’s program in Biotechnology that will prepare students for a variety of biomedical careers, including local opportunities at the UCF College of Medicine, Burnham Institute for Medical Research and planned Veterans Administration hospital. New master’s degrees in Digital Forensics, Technology and Applied Learning and Instruction also have been approved this year.

Doctorates in Nursing Practice and Physical Therapy were among the degrees approved in 2006-07. In 2006, the first graduates of UCF’s Florida Interactive Entertainment Academy – a master’s degree program that prepares students for high-paying jobs in video game development – walked across the stage.

The university also will begin offering M.D. degrees through the new College of Medicine, which is scheduled to open in fall 2009.

The Southern Regional Education Board’s classifications are based on factors such as the types and numbers of degrees that universities offer, the number of program areas in which degrees are granted and the comprehensiveness of subject areas in which degrees are awarded. An institution must award a total of at least 100 doctoral degrees distributed among 10 categories to be granted the “Four-Year 1” status.

To attain “Four-Year 1” status, UCF was required to meet the criteria for the past three years. UCF had been a “Four-Year 2” university since 1995-96.

The Southern Regional Education Board’s enhanced rating comes as several UCF programs recently were ranked among the best in the nation in the 2009 U.S. News and World Report Best Graduate School guide.

The university’s Electrical Engineering graduate program was the highest-ranked UCF program at number 65. Education, Physics, Public Administration and Speech-Language Pathology programs were also ranked in the top 100.

Lower Interest on Federal Student Loans

As the Democrats take control of Congress new graduate students may have an easier time repaying their loan debts. The new Democratic leaders have promised to cut the interest rates in half to make new college loan payments lower. Included in their goals is the boosting of government money for education while rewriting the No Child Left Behind act.

During the first 100 hours of operation for the Democrats next year they will first handle the issues of cutting federal student loan interest rates by almost half. Included in the plan was the idea that student loans would be forgiven after twenty-five years, the maximum award for the Pell Grant would be increased to over five thousand dollars and student loan payments would be capped at fifteen percent of the student's discretionary income.

This move on the part of Democratic leaders was started as a result of the rapid rise in student debt. The interest rate is planned to be dropped from 6.8 percent to 3.4 percent. Throughout the United States students are facing high amounts of debt. However, should these changes be past it will cost an estimated eighteen billion over the course of the next five years which may test the willingness of the government to go with the plan.

Budget 2008: Student loan borrowers keep propping up loan program

With yesterday’s budget, the federal Conservatives have now put their own stamp on student aid in Canada by tweaking the Canada Student Loans Program (CSLP), sinking the Millennium Scholarship Foundation (MSF), and injecting millions into a restructured loan program. The only problem is, the money will be going right back into the very Ministry that has already proven itself to be inefficient and unresponsive to the needs of students.

In addition to the over $300 million in cash the CSLP will receive after the MSF dies, another $100 million will now be earmarked for an as yet undefined “modernization” strategy. Here, voters might ask this question: after dozens of meetings with post-secondary groups, and thousands of e-mails from Canadians across the country, why is it that the feds are still unable to define exactly what is wrong with the student loan program? In any event, insiders say that this is really a slush fund aimed at those provinces which still haven’t signed on to integrated loan programs — many still have concerns about how much flexibility they will lose if such agreements are signed with the federal government.

Equally concerning is the government’s new eligibility system for loans, which will see millions more in grants going to middle-income students, with fewer dollars flowing to lower-income students.

This is not exactly what the CSLP was envisioned to do, but in a seemingly unending election cycle, more cash for future Conservative voters and their parents just makes good political sense — or should we say, cents!

Another key initiative will be more than $20 million in cash for a shiny new CSLP website — which will largely do what the old one did: tell you what your sky-high balance is, how much interest you owe, and when your next payment is due.

Meanwhile, borrowers looking for a more responsive student loan system, complete with an Ombudsperson Office, can forget it. Even though the United States established one in 1998, Canadians will have to continue to rely on the Member of Parliament for escalated student loan disputes. This is a bitter pill for stakeholders, since an Ombudsperson would have been one of the easiest and least expensive initiatives the Conservatives could have implemented — making the system more transparent and accountable.

Those who will continue to escape accountability, however, include the dozen or more ruthless collection agencies commissioned to recoup millions in interest and principle on defaulted student loans — indeed, no new regulations are planned in the budget to address the activities of these frequently unscrupulous agencies, seeking to extract a few more dimes from borrowers.

But where will all the cash come from for all these new and expensive initiatives? After all, the Finance Minister himself has said these are difficult economic times.

Well, it will come in large part from struggling borrowers in repayment.

Currently, well over $300 million in interest is drained from the pockets of cash-strapped borrowers each year — about the same amount being dolled out by the now defunct Millennium Scholarship Foundation. In a true twist of fate, borrowers who graduate from post-secondary school and end up in low paying jobs also end up paying the most interest — often extending their repayment periods by several years just to stave off default.

And this isn’t pocket change we are talking about either. Consider this: a borrower with a loan of $40,000 dollars, paid back over ten years, can expect to pay over $18,000.00 in interest. If the budget had cut the interest rate by 2.5 per cent, it could have saved this borrower as much as $6,000 in interest. In turn, this borrower’s savings could have been invested in the Canadian economy, purchasing goods and services, or put towards the borrower’s principle loan balance.

Please forgive borrowers, too, for not jumping on the government’s new tax-free savings accounts — as studies already show they are saving less in RRSP contributions precisely because of mounting student loan debt.

Quite simply, student loan borrowers are a lucrative revenue source for the feds, and just like any other tax on the poor, the system appears willing to continue gouging Canadians for years to come.

So the next time you meet a student loan borrower paying 8.25 per cent in interest or more on their loan, thank them for subsidizing the existing loan system — they are doing it whether they can afford it or not.

a 50-percent tax credit for the first $2,000 that moderate- and low-income parents invest per year in 529 tuition-savings accounts
$70 million to train teachers to teach Advanced Placement and/or International Baccalaureate courses as well as expand lower-income students’ access to these courses

This is just a small selection of what the President proposed - now comes the political wrangling to determine what actually happens

What are Nursing Education Loans?
Students attending nursing schools qualify for number of education loans:
Federal Perkins Loans
These loans are awarded based on need and based on the amount of government of money that is available. Since these loans are offered by the government to graduate and undergraduate students, interest rates are quite low -- 5% in many cases. Students must begin repaying nine months after ending school or stopping full-time study.

Federal Stafford Loans
These loans are also offered by the government. Some are based on need while some are not. Interest rates on these loans are quite low and repayment begins six months after students stop attending school full-time
PLUS Loans
These loans are offered to parents who have college aged dependents. These loans also have low interest and students need to start repayment six months after they stop going to school full-time. These loans are based on need.
Private Education loans
A number of banks, financial institutions and lending companies offer education loans specifically for students who do not get enough money through other sources. These loans have competitive rates -- although generally higher interest than the federal loans -- and most ask that students start repayment after completing their full-time studies. These loans are not based on need, although a credit check is usually required in order to qualify. Some loans are even specifically designed for nursing school or medical school students.
Federal Nursing Education Loans
These 5% interest loans are offered to undergraduate nursing students. They are need-based and students must begin repayment nine months after graduating or quitting school. The maximum loan amount is $4000.
What are Nursing Education Loan Repayment Programs?
Nursing education loan repayment programs work to resolve two big problems: Huge nursing student debts and chronic nurse shortages at some facilities. Repayment programs, which are really grants, work to resolve both issues. Repayment programs offer help in paying off nursing student debts. In exchange, nurses agree to work in areas where there is a nurse shortage for a specific number of years. There are government loan repayment programs and nursing loan repayment programs offered by private medical care companies.

The Nursing Education Loan Repayment Program (NELRP) is a government program that pays up to 85% of a nurse's student debt. All a nurse must do is apply for the program and work at a specific facility for up to three years. In most cases, nurses are assigned to work at facilities where there is a staff shortage. Hospital or facility based loan repayment programs. Some health care centers are helping nurses to pay off their student debts if nurses agree to a specific term of service. PROGRAMME DESCRIPTION FOR THE PhD PROGRAMME IN PSYCHOLOGY 2008/2009

The programme description is founded on the Regulations concerning the philosophiae doctor degree (PhD) at the Norwegian University of Science and Technology (NTNU), passed by the Board of NTNU on 22 May 2003. The programme description for the PhD Programme in Psychology for the 2007/2008 academic year, was authorized by the Dean of the Faculty of Social Sciences and Technology Management on 29 January 2007. The programme description is prolonged without any changes for the academic year 2008/2009.

The PhD Regulations as well as internal faculty procedures and administrative guidelines that are common to the Faculty's study Programmes - see the left column.

DESCRIPTION OF THE PROGRAMME (§ 2 in Regulations)
The PhD Programme in Psychology is prescribed as 180 credits (3 years). The final course plan for the PhD Programme is to be shaped in joint consultation between candidate, supervisor and Department depending on the thesis area of research and the candidate's individual requirements and wishes.

Objective for the PhD Programme in Psychology
The PhD Programme offered by the Department of Psychology aims to provide academic support and supervision in the candidate's thesis work so to qualify for research activity or other work that requires an advanced degree of academic insight. The Programme aims to provide a basis for an independent, critical and mature perception of one's own and others' research through studying theoretical and methodical subject areas, as well as providing practice in communicating research results in academic- and other forums.

Areas of research
The Department of Psychology offers teaching with the aim of providing insight into theories and methods that are necessary when working on the thesis. The Department of Psychology offers both courses that are supervised, with individual curricula that are affiliated to theory or method, and are more concrete, emphasising quantitative/qualitative methods of research. In addition, a theoretical advanced course in “Risk Perception and Risk Management” is offered. The courses offered with individual curricula vary thematically, with the subject matters dealt with in each individual doctoral thesis.

ADMISSION (§ 5 in Regulations)
The primary requirement for admission is that the applicant holds a cand.psychol., cand.polit./ Master's degree in Psychology or equivalent. The applicant must have a weighed average grade of cand.polit./Master's degree or equivalent education with a grade of B or higher, in accordance with NTNU's grading system (§ 5 Regulations). Applicants who are unable to meet these criteria may only be admitted if they can document that they are suitable candidates for education leading to a PhD degree. In special cases, applicants with backgrounds other than a Master's degree or equivalent in Psychology may be admitted to the PhD Programme. Relevant education for the PhD-programme is required, and the project must undoubtedly belong to the psychological field and have psychological addressed problems.

Application requirements
Applications for admission are to be made on the application form. Application requirements are stated in Regulations concerning the philosophiae doctor degree (PhD) at the Norwegian University of Science and Technology (NTNU). The PhD plan, including the project description in the application, is to be composed in consultation with the proposed supervisor.

Admission procedure
The Faculty considers applications for admission based on the recommendation of the Department. Procedures for admission and the follow-up of incomplete applications - see "Admission ".

Decision of admission
A decision concerning admission, the possible ranking of applicants, is based on a joint assessment of the quality of the application, with emphasis on the project description. The Department's expertise and supervision capacity will also be considered. Admission will be formalised by a written contract in accordance with § 6 of the Regulations concerning the philosophiae doctor degree (PhD) at the Norwegian University of Science and Technology (NTNU).


PhD PLAN (§ 5.2 in Regulations)
The project description is to give an account of which issues are being considered, approaches to problems, method and relevant theory. The description of the research project is normally to be between 5 and 10 pages.

FUNDING PLAN (§ 5.2 in Regulations)
For applicants who are not fully funded through scholarship schemes, it is normally required that 50 % of working hours during participation in the PhD Programme can be used for study, and that a minimum of 1 year can be allocated to full time studies.

SUPERVISION (§§ 5.2 and 8 in Regulations)
Work on the PhD thesis constitutes active research under supervision. The supervisor's total use of time supervising is stipulated to 210 worker-hours for the entire period. This is equivalent to approx. 70 worker-hours per year for 3 years. In addition to the contract period stated between candidate and supervisor, this includes preparation, reading, complementary work etc. If a supplementary supervisor is appointed, the number of worker-hours must be divided between the principal and supplementary supervisor. Supervision connected to the organized academic course work of the PhD Programme (10 hours per course), is in addition to supervision (210 worker-hours) which is tied directly to the PhD thesis.

Candidate and supervisor(s) have a joint responsibility in seeing that the use of respondents and subjects, possible animal models, as well as the collecting, storing and presentation of data, is carried out in accordance with existing laws and research ethical guidelines.

Procedures for the appointment and changing of supervisor (s) - see "Supervision".

RESIDENCY REQUIREMENT (§§ 5.2 and 7.2 in Regulations)
A plan for the meeting of residency requirements is to be presented in the application and in the agreement on supervision. In certain instances, the Department may grant dispensation from the residency requirements.

ACADEMIC DISSEMINATION (§§ 2, 4 and 5.2 in Regulations)
The candidate has a number of choices concerning academic dissemination:

Academic presentation at scientific congress
Popular scientific dissemination
The candidate teaches 8-10 hours under supervision
The approving of documented, academic dissemination is done by the Department based on the supervisor's recommendation.

REPORTING (§ 9 in Regulations)
The candidate and supervisor are to deliver separate annual reports on progress, in accordance with § 9 of Regulations concerning the philosophiae doctor degree (PhD) at the Norwegian University of Science and Technology (NTNU). Procedures for submission and processing of candidate and supervisor reports - see "Reporting ".

ORGANIZED ACADEMIC COURSE WORK (§ 7.3 in Regulations)

Objective of the organized academic course work
The main aim of the organized academic course work is to provide insight into theories and metho¬dologies that complement the work with the thesis and contribute to the general training requirements for the candidates' future endeavours. The Department of Psychology offers courses of 20 credits. The candidates may then choose between three specialized courses (each 10 credits) in the field of research method, and to courses (each 10 credits) in the field of psychological theory. For schooling in the Theory of Science, (minimum 7,5 credits), candidates are referred to the Faculty's remaining courses. This course may be followed at other faculties or universities.

Structure and implementation
The candidate is to state in her/his application, a plan for the organized academic course work in consultation with the supervisor (s). It is recommended that the organized academic course work is completed at an early stage of the Programme. The candidate is responsible for signing up for evaluation in subjects within the given deadlines. External courses/subjects that are to be a part of the organized academic course work must be approved by the Department. For procedures concerning the signing up for courses and approving of external courses/subjects - see "Organized academic training ".

The organized academic course work has a prescribed duration of 1 semester's full time work, i.e. 30 credits, and must be completed when the thesis is handed in for assessment. The organized academic course work consists of three elements:

Theory of Science, minimum 7,5 credits
Methodical courses, 10 credits
Theoretical/substantial courses, 10 credits
The main aim of the PhD Programme in Psychology is to offer active research under supervision, as well as providing thorough training in advanced research methods and a choice of theoretical specialised courses.

Two courses are offered with individually selected syllabus; one course within theoretical training (PSY8000) and one in research method (PSY8001). The courses are to a great extent open for adjustment to individual problems. Each course includes 10 hours of academic advice, including time for preparations and complementary work, and shall include the following elements:

Approved individual study syllabus (ca. 400 pages)
Completed supervision- 10 hours for each of the courses (theory and method), individually or in a group with candidates working with the same topics
The candidate is to hand in a written piece of work which accounts for the approaches to problems discussed between the supervisor and candidate. Form, scope and level of the written assignment are described in separate guidelines
The candidate is to make a presentation of the written assignment in a PhD forum during participation in the Programme.
Registration for PSY8000 and PSY8001 is done via Stud web, but requires in addition that the PhD candidate personally establishes contact with a potential academic supervisor. An agreement will be made between the candidate and the supervisor on a separate form which is available from the Department of Psychology.

Apart from this, the Department of Psychology offers three additional courses for PhD candidates. A minimum of five registered candidates is required for these courses to be taught (PSY8002, PSY8003 and PSY8004).

PSY8002, Risk Perception and Risk Communication
The aim of the course is to provide a solid theoretical basis for work in the field of risk perception and risk communication. Lectures and seminars will cover chosen parts of the history of the subject, as well as dealing with relevant literature. The focus will be on psychology's contribution to the research area, but important articles and work with background material from other research areas will also be included.

PSY8003, Multivariate Research Methods
The aim of the course is to educate participants in multivariate statistical methods that are utilized in experimental/non-experimental research. The course provides a general presentation of the most common statistical research methods, but is also followed up by more specific, advanced statistical methods and practices.

PSY8004, Qualitative Research Methods
The course aims to provide doctoral candidates with a deeper understanding of important dimensions by completing various qualitative doctoral projects. Both structured and semi-structured research designs will be discussed, emphasising the relationship between text as data, the structuring of text and analytical approximations. The course provides a short specialization of the scientific theoretical rationale (legitimisation) for qualitative approximations, and continues with focus on more specified advances qualitative methods and practices. The course will be problem based, where the participants work together in groups with problems connected to the various topics that are to be presented.

Furthermore, schooling in scientific theory is a mandatory part of PhD training at NTNU. If the candidate wishes additional training in methodology and theory, she/he may attend courses that at any given time are offered at NTNU and other institutions, and that are approved as PhD courses. Our group measures trace gas concentrations in the atmosphere using advanced solid-state laser spectrometers engineered for aircraft applications, as part of a broad program of research aimed at understanding the processes that affect climatically important trace gases in the atmosphere. The position is particularly suited for a person with experience and skills involving solid state lasers and laser spectrometers, who wishes to transition from physics or engineering to a career in demanding sensor design, measurements in the atmosphere, and scientific application of those measurements to problems of societal interest.

Bank Foreclosures Hurt Real Estate Market

The final quarter of 2007 was a bleak one in the housing market, as foreclosures and delinquency rates reached record highs. The fourth quarter, from October to December, found foreclosures rising to 0.83 percent, passing the previous high of 0.78 percent set in 2007’s third quarter, adding to the economic woes the U.S. is suffering, mostly onset from problems arising in the housing sector.

The data, from the Mortgage Bankers Association’s quarterly report released this month, said that the delinquency rate — the rate of those more than 30 days past due on their latest mortgage payment — also climbed to a record high of 5.82 percent in the fourth quarter, up from 5.59 in the third quarter to reach the highest point since 1985.

The subprime mortgage mess continued to snowball, as the percentage of adjustable-rate mortgages entering foreclosure rose to 5.29 percent in the fourth quarter, and delinquencies rose to record-high 20.02 percent among subprime borrowers, up from 18.81 the previous quarter.

The MBA information includes data on 46 million home loans across the country, and suggests that the U.S., which many say is teetering on the brink of the first recession since 2001, is headed in that direction. The continuing wave of foreclosures will only add to the woes in the real estate market, as banks and lenders overtake the homes that delinquent borrowers are forced from, adding to the already large supply of houses on the market.

As the glut of homes continues to rise and the price values of homes continue to fall, the domino effect takes shape, as builders hold off on constructing new homes, driving down the amount of materials they buy. With the shape the market is in, it’s also difficult for those looking for homes to get approved for the financing to get a new house, as lenders have pulled back and become more choosy about whom they’ll lend to. The Federal Reserve’s chairman, Ben Bernanke, has warned that the country may not have seen the worst of the mess yet, and cautions that the number of foreclosures and late payments could yet rise again.

The motto for the University of California is Fiat lux, Latin for "Let there be light."

A lovely sentiment, but most parents of college-bound students have another, more practical wish: Fiat pecunia, or "Let there be cash."

The average cost of college tuition, room and board now hovers around $22,000 a year, according to the College Board. Even state schools average $10,000 a year, while the annual price tag for an Ivy League school can easily top $30,000.

There are, of course, numerous sources of financial aid for college-bound students. But many upper-middle-class parents find themselves in a gray zone: too wealthy to qualify for financial aid but not flush enough to bankroll four years of college. Baby boomers who haven't saved enough money for college are sometimes forced to dip into their retirement savings or borrow from their 401(k) plans.

Fortunately, there are other sources of cash for college that won't jeopardize your golden years. One is as close as your front door: a home-equity line of credit.

Homeowners have long used home-equity loans and lines of credit to pay for a new roof or bigger kitchen. But depending on your circumstances, a home-equity line of credit could also help you pay for college. Some advantages:

Lower rates. Home-equity loans and lines of credit are secured loans because your house is collateral for the loan. For that reason, the interest rate on a home-equity loan may be lower than rates for an unsecured student loan.
Home-equity rates are typically tied to the prime rate, which is the interest rate banks charge their best corporate customers. Now, lenders are offering home-equity lines of credit for less than 1 percentage point above the prime rate. The prime currently stands at 7.75%. The average rate on a home-equity line of credit is 8.68%, according to HSH Associates, a mortgage consulting firm.

In addition to traditional lenders, some colleges offer their own home-equity loan programs, often at competitive rates, says Kalman Chany, author of Paying for College Without Going Broke.

Less equity, more aid. Most state schools exclude the value of your home when calculating your eligibility for financial aid. But many private college financial aid offices count equity in your home as an asset in determining your net worth. When you borrow against your home, you reduce your equity, improving your chances for private-school aid.
More flexibility. With a home-equity loan, you typically get a specific amount of money, usually at a fixed interest rate. A home-equity line of credit works more like a credit card: You can borrow money when you need it, up to a set limit. That makes it a convenient way to pay . If your child wins a scholarship after the first semester, you can leave the loan alone.
Lower taxes. Unlike most other types of loans, home-equity loans and lines of credit are usually tax-deductible.
Peggy Ruhlin, a financial planner in Columbus, Ohio, says some of her clients are using home-equity loans for college costs even though they have enough in their investment portfolios to cover tuition. That way, she says, they can continue to earn money on their stocks and mutual funds. And by holding on to their investments instead of selling them, they avoid paying capital gains taxes.

When not to borrow

Don't even think of borrowing against your house until you've explored other sources of financial aid. If your child qualifies for a Stafford or Perkins loan, take advantage of those federally subsidized programs first, Chany says. Interest on Stafford and Perkins loans is deferred until your child finishes college, making them much more attractive than home-equity lines of credit, he says.

In addition, talk to your child's school about its student loan programs. Some student loans are available at more attractive interest rates than home-equity loans, Chany says.

If those alternatives prove unsatisfying, be aware of the pitfalls of a home-equity line of credit:

Like a credit card with a big limit, a home-equity line can tempt you to borrow more than you can afford to repay. If that happens, you could lose your home.
The interest rate on your home-equity line of credit could rise.
Because the rates are tied to the prime, an increase in that benchmark will boost the cost of the loan. Many economists think the Federal Reserve will raise rates later this year, which could cause banks to raise the prime.

If you're worried about rising rates, Ruhlin suggests another alternative: Refinance your home, take some cash out and use the money to pay for college.

There are a couple of advantages to this strategy, she says. Mortgage rates are lower than home-equity lines of credit, so you'll pay less for the money you borrow. If you refinance with a fixed-rate mortgage, you won't be affected by rising interest rates. And if you later find you won't need all the money, you can refinance again, pay down part of the mortgage and reduce your monthly payment.

if a family isn't sure if they have a loan or a line of credit;
if the family says they were told to borrow more than they wanted to;
if they don't know how they'll make the high monthly payments; or
they don't know the terms of their loan because either they signed blank forms, or were refused a copy of the documents they signed.
Target populations for this type of fraud include:

older parents;
low income families who own their own home; and
parents with adverse credit who haven't been able to get other consumer products.

Some peculiarities of the French higher education system may first surprise foreign students :

it does not only take place in but also sometimes in high schools (?lyc?es?) even after having obtained a Baccalaur?at (special courses preparing for specialized colleges, special technical sections - "STS"), and many engineering schools are small compared to their foreign equivalents (from 30 to 500 students per year).
French universities themselves normally don't select among candidates : the Baccalaur?at itself opens the doors to higher education.
Competition among students occurs for the entry into smaller colleges, like IUT (technical institutes), STS (special technical sections), CPGES (preparatory classes for engineering colleges), engineering schools. Competitive examinations are organized at the Baccalaur?at level, or two years thereafter when leaving preparatory classes (bac+2 level).

Types of Curricula/Degree
Short university-level technical curricula :
There are two large categories of short, two-or-three-year, technical programs :

Technical institutes (IUT) are semi-autonomous structures within universities, leading to a University Degree in Technology (DUT) ;
Special technical sections (STS) take place within certain high schools and lead to an equivalent degree, the Higher Technician Certificate (BTS).
These curricula last two years after the Baccalaur?at. As they are short and technology-oriented, they directly lead way to employment. The delivered degrees are valid at the national level. The students may pursue another year of studies in some particular area and get the National Specialized Technology Degree (DNTS).

Students may also pursue longer studies, for instance in Professional University Institutes (IUP) or engineering schools.



Scientific and technical programs within universities
Scientific university curricula are divided into three levels :

First level (two years), leading to the Non-Specialized Studies Degree (DEUG)
Second level (two years), leading to the Licence degree (bac+3level) and to the Ma?trise degree (bac+4 level)
Third level (up to five years), with the Doctoral Qualifying Degree (DEA) at the end of the first year, and the Doctoral Degree after approximately three more years of research activity (bac+8 level).
Universities deliver other more technically-oriented degrees :

at the bac+2 level : Non Specialized Scientific and Technical Studies Degree (DEUST) and University Degree (DU) ;
at the bac+4 level : Bachelor Degree in Science and Technics (MST),
Bachelor Degree in Corporate Computer Applications (MIAGE)
both requiring two years of study after a previous bac + 2 degree;
Professional University Institutes (IUP) which requires three years after a com petitive examination at the bac+level ;
at the bac+5 level :Magister Studies ( Magist?res) requiring three years after a bac+2 level, DESS requiring one year after a bac + 4 level ;
at the bac+6 level : Technical Research Degree (DRT) given to students having conducted tech nological research in close relation with a company.
All these curricula take place within universities and aim at providing specialists to industry.



Long technical studies : the engineering programs
There are a lot of engineering studies in France. They differ from one another on several grounds : program duration, kind of entrance examination, areas covered. Foreign students can't easily grasp a clear picture with such great amount of sometimes small schools. Common characteristic of these engineering schools : the engineering degree is at bac+5 level.

The classical model of the specifically French engineering education system includes two stages :

two years of preparatory classes (Classes Preparatoires aux Grandes Ecoles Scientifiques). Preparatory sections are part of same high schools. In these sections, students are being prepared to competitive examinations for entering Engineering Schools (Grandes Ecoles Scientifiques technically oriented). A few schools of education (Ecoles Normales Superieures, more scientifically oriented) also recruit that way.

The better known engineering schools, some of which are 200 or more years old, follow this model.

However, in the last forty years, new engineering programs were developed :

some engineering curricula recruit students at the Baccalaur?at level (most of them without a special exam), and give them a 5-year training ;
others still recruit at the bac+2 level, but accept students who have already got a degree (DEUG,DUT or BTS) instead of organizing a competition for students coming from preparatory sections.
Most engineering schools take a few university graduates (bac+4) who then follow the last two years of engineering school with the other students.

Federal Perkins Loan Teacher Cancellation

You qualify for cancellation (discharge) of up to 100 percent of a Federal Perkins Loan if you have served full time in a public or nonprofit elementary or secondary school system as a


teacher in a school serving students from low-income families; or
special-education teacher, including teachers of infants, toddlers, children, or youth with disabilities; or
teacher in the fields of mathematics, science, foreign languages, or bilingual education, or in any other field of expertise determined by a state education agency to have a shortage of qualified teachers in that state.

Eligibility for teacher cancellation is based on the duties presented in an official position description, not on the position title. To receive a cancellation, you must be directly employed by the school system. There is no provision for canceling Perkins Loans for teaching in postsecondary schools.

Note that you also qualify for deferment while you’re performing teaching service that qualifies for cancellation. Contact the school that holds your loan for information on applying for deferment.




Definition of Teacher
A teacher is a person who provides students direct classroom teaching, or classroom-type teaching in a non-classroom setting, or educational services directly related to classroom teaching (for example, school librarian or guidance counselor).

It’s not necessary for you to be certified or licensed to receive cancellation benefits. However, your employing school must consider you to be a full-time professional for the purposes of salary, tenure, retirement benefits, etc. If you are a supervisor, administrator, researcher, or curriculum specialist, you are not considered a teacher unless you primarily provide direct and personal educational services to students.




Definition of Full Time for a Full Academic Year
You must teach full time for a full academic year or its equivalent. There is no requirement that you must teach a given number of hours a day to qualify as a full-time teacher; the employing school is responsible for making that decision.

An “academic year or its equivalent” for teacher cancellation purposes is defined as one complete school year or two half years that are (1) from different school years, excluding summer sessions; (2) complete, and (3) consecutive. The two half years also must generally fall within a 12-month period.




Teaching Part Time at Multiple Schools
You can receive cancellation if you are simultaneously teaching part time in two or more schools if an official at one of the schools where you taught certifies that you taught full time for a full academic year.




Teaching in a Private School
You may receive teacher cancellation for services performed in a private academy if the private academy has established its nonprofit status with the Internal Revenue Service (IRS), and if the academy is providing elementary and/or secondary education according to state law.




Teaching in a Preschool or Prekindergarten Program
You may receive teacher cancellation only if the state considers such a program to be a part of its elementary education program. A low-income-school-directory designation that includes prekindergarten or kindergarten does not suffice for a state determination of program eligibility.




Teaching in Low-Income Schools
A cancellation based on teaching in a school serving students from low-income families may be granted only if you taught in an eligible school as determined by the state education agency. To be considered a “low-income school,” the school must be in a school district that qualified for federal funds in the year for which the cancellation is sought. Also, more than 30 percent of the school’s enrollment must be made up of children from low-income families.

To find out if the school that employs you is classified as a low-income school, you can check our online database for the year(s) that you have been employed as a teacher. Questions about the inclusion or omission of a particular school should be directed to the state education agency contact in the state where the school is located, not to the U.S. Department of Education.




Low-Income School Search

The Secretary considers all elementary and secondary schools operated by the Bureau of Indian Affairs (BIA)--or operated on Indian reservations by Indian tribal groups under contract with BIA--to qualify as schools serving low-income students.

NOTE: If you have had a portion of your loan cancelled for teaching at a low-income elementary or secondary school in one year, you can continue to have portions of your loan cancelled for teaching at that school even if it is not listed as a low-income school in later years. Under certain circumstances, the institution that holds your Perkins Loan may permit retroactive cancellation if you can demonstrate that you qualified for cancellation in a prior year. However, the institution may not refund payments made during such a retroactive period.




Teaching in Special Education
You must have an official at the public or other nonprofit elementary or secondary school certify that you are teaching handicapped or learning disabled students, either on the Federal Perkins Loan postponement/cancellation form or on an official letter from the school bearing the school's seal or letterhead. For Perkins Loans made on or after July 23, 1992, this cancellation includes special education teachers.



If you provide one of the following services, you qualify as a teacher only if 1) you are licensed, certified, or registered by the appropriate state education agency for that area in which you are providing related special educational services, and 2) the services you provide are part of the educational curriculum for handicapped children:


speech and language pathology and audiology;
physical therapy;
occupational therapy;
psychological and counseling services; or
recreational therapy.




Teaching in a Designated Subject Shortage Area
This cancellation is based on full-time teaching if there is a shortage of teachers in your subject area. Each year the state education agency determines any subject shortage areas in the elementary and secondary schools within the state. Check with your local school system or state education agency to find out if your subject matter area has been so designated. If you teach full time in science, mathematics, foreign language, or bilingual education, you qualify for cancellation even if the state has not designated one of these subject areas as a shortage area.

For a borrower to be considered as teaching in a field of expertise, the majority of classes taught must be in that field of expertise.
